Under Malaysia’s long-standing Employment Injury Scheme, PERKESO coverage has historically applied only to accidents arising out of and in the course of employment , meaning inside working hours or during the commute between home and the workplace. Everything else exists outside of its scope, despite the popularization of hybrid work arrangements.
That’s changing with the implementation of Lindung 24/7, and the rules of compliance with it. If you’re in HR, payroll, or people management, you’ll want to understand what’s coming before 1 June 2026.
What is Lindung 24/7?
Formally known as the Non-Occupational Accident Safety Scheme (Skim Kemalangan Bukan Bencana Kerja, or SKBBK), Lindung 24/7 is a new layer of social protection under PERKESO’s broader Lindung Pekerja programme. It extends accident coverage beyond the workplace to any location, at any time of day, regardless of whether the employee is on duty.
Why it matters?
The numbers behind this reform tell a sobering story. According to figures cited in Parliament, PERKESO rejected over 12,300 claims between 2023 and October 2025 alone; all due to the accidents in question falling outside working hours and therefore outside the existing scheme’s scope. Across the longer window from 2018 to August 2025, that figure exceeded 26,000 rejected claims.
This grows in importance when we note that only around 42% of Malaysian workers currently hold personal accident insurance or takaful coverage. For the majority, particularly those in the B40 and middle-income brackets, Lindung 24/7 will be their only protection against non-work accidents placing the scheme as a vital safeguard for many Malaysians.
What does Lindung 24/7 cover?
Under the new scheme, employees who suffer a non-employment injury are entitled to the same range of benefits as those available for occupational accidents. The implementation of Linding 24/7 will include:
- Medical Benefits
Free treatment at PERKESO panel clinics or government hospitals, from the point of accident through recovery. - Disablement Benefits
Income replacement for employees who suffer temporary or permanent injury. - Dependants Benefits
Financial support for the employee’s family in the event of death resulting from a covered accident. - Funeral Benefits
Assistance with funeral-related costs to reduce the financial burden on grieving families. - Constant Attendance Allowance
Additional financial support for workers whose injuries require round-the-clock personal care. - Rehabilitation & Education Assistance
Support for the employee’s own recovery journey, as well as education assistance for their dependants.
What this means for HR and payroll teams
Lindung 24/7 will be funded entirely through employee contributions, structured in phases. The initial rate is set at 0.75% of monthly wages, with planned increases to 1.00% and then 1.25% in subsequent phases. Critically, the formal gazette notification confirming the exact rates and phased schedule had not been published as of early May 2026.
